ARM: SAMSUNG: remove "config S3C_BOOT_WATCHDOG"

All users of S3C_BOOT_WATCHDOG got removed in commit 1ff5f55a
("ARM: samsung: remove unused arch_decomp_wdog() code"). Remove
this symbol too.
