libbpf: Fix accessing syscall arguments on powerpc

powerpc does not select ARCH_HAS_SYSCALL_WRAPPER, so its syscall
handlers take "unpacked" syscall arguments. Indicate this to libbpf
using PT_REGS_SYSCALL_REGS macro.
