Bug #58991 DEFAULT_CHARSET and DEFAULT_COLLATION does not work with CMake.

cmake/character_sets.cmake:
  Fix typo in variable name.
  Some cosmetics.
config.h.cmake:
  Do not use hard-coded defaults for charset and collation.
