Increase file import size validator timeout

- we are hitting the threshold timeout on
  compressed size check for files below 10gb
  so we should increase the time `gzip` has to figure this out
- It would be nice if we didn't care about the time or
  if we weren't so cpu bound(could use pgzip or such)
