docs: networking: device drivers: convert microsoft/netvsc.txt to ReST

- add SPDX header;
- adjust titles and chapters, adding proper markups;
- mark code blocks and literals as such;
- adjust identation, whitespaces and blank lines where needed;
- add to networking/index.rst.
