cpufreq: intel_pstate: Use IOWAIT flag in Atom algorithm

Modify the P-state selection algorithm for Atom processors to use
the new SCHED_CPUFREQ_IOWAIT flag instead of the questionable
get_cpu_iowait_time_us() function.
