[ARM] fix IOP32x, IOP33x, MXC and Samsung builds

7444a72e caused these platforms to lose
their GPIOLIB configuration.  Convert the missed Kconfig symbols using:

  sed -i s/HAVE_GPIO_LIB/ARCH_REQUIRE_GPIOLIB/ arch/arm/Kconfig arch/arm/plat-s3c24xx/Kconfig
