Empty-to-draft transition can be executed by assignor (which previously executed draft-to-stop transition).
Draft-to-stop transition can be executed by assignee.
Deleted can only be reached from empty state.
Draft state can now reach cancelled state.

Previous use of serialization_tag was not enough to prevent indexation concurency problems. Apply the original code. Though it does not use a clean way to check document level, it works.

Add a Manager proxy role on Preference_afterClone, because priority property has 'Manage portal' as write_permission in the property sheet.
Also don't change the priority when we are adding a preference during business template installation.

* change accounting_period_workflow: Assignee can start / stop accounting periods, but only Assignor can close them definitely. Also make it possible to cancel open period, and to delete a draft period.
