gitlab-qa accepts an env var named GITLAB_QA_ACCESS_TOKEN, but here we
only accepted PERSONAL_ACCESS_TOKEN.

This change replaces PERSONAL_ACCESS_TOKEN with GITLAB_QA_ACCESS_TOKEN
