Include tests for Support Request, Regularisation Request and Upgrade Decisions.

This bt5 was introduced at nexedi/slapos.core@0b68177b

Rename Test Name to reflect more to the actuall content.
Remove code duplication to keep implementation clean.

Several aspects were broken and not working.
Include Unit tests for the scripts as it was missing.

- Remove jumps (it did not work) and replace by read only relational fields.
- Include more fields on Slave Instances.

slapos_monitoring: fix default sync time interval, sort hosting subscription and instance list by title

Remove sync of all public folder, which reduce the amount of file to sync, fix the problem when two sync start at the same time.
Import settings doesn't sync automatically, same thing for configure monitor (useful when registering big amount of monitor instances)
Log Messages contains result of background sync and other jio error logs

  Request/destroy/Re-request is causing problems for test agent.

This helps navigation and debug.
