Patch from Dieter Maurer, with tests sponsored by a bounty from Logicalware.

This change reverts 'guarded_getitem' to pass the 'index' argument as
the name to 'validate'.  This change will *not* be propagated to the
trunk, because the resolution of #1182 specifies that the reverted
behavior (i.e., passing None for item accces) is to become the standard
implementation as of 2.9.

If the new value is _marker (basically, if we index with a value of
None), we should also remove the object from our _unindex

  - new test for removal (indexing an object with a value of None
    should remove it from the index)

and not just when the file is missing. This is a forward port from Zope-2_7-branch.

- made sure custom strings like MessageID are not converted by ustr
- synced TALInterpreter code and tests with zope.tal where possible without changing behavior
- backported MessageID support from zope.tal
