later interpretation by a SOAP-aware view.  Without this patch SOAP requests
fall into the XML-RPC logic and cause errors.

This patch does not add significant overhead nor introduce new functionality
other than making it possible to cleanly add-in a 3rd party SOAP parser for
those who want it.  This technique is being used with views using a small
wrapper of soaplib and a @soapmethod decorator, outside the Zope SVN.

Don't tie installPackage to a layer.

This code is taken from the encodings module of Python 2.4.
Note that this code is originally (C) CNRI and it is possibly not compatible
with the ZPL and therefore should not live within svn.zope.org. However this
checkin is blessed by Jim Fulton for now. The fix is no longer required with
Python 2.5 and hopefully fixed in Python 2.4.6 release.

o The rules specified by setuptools for such packages required that there
  be no code in the pacakge __init__.py other than that which sets up the
  namespace.  Adjusted all Zope-internal code which assumed that the
  '__ac_permissions__' tuple would be present unconditionally.

Changed 'fast_listen' zope.conf option to 'fast-listen'.
