mlxsw: Rename mlxsw_reg_mtptptp_pack() to mlxsw_reg_mtptpt_pack()

The right name of the register is MTPTPT, which refers to Monitoring
Precision Time Protocol Trap Register.

Therefore, rename the function mlxsw_reg_mtptptp_pack() to
mlxsw_reg_mtptpt_pack().
