qtnfmac: flexible regulatory domain registration logic

Use REGULATORY_CUSTOM_REG flag only if firmware advertised a custom
regulatory domain prior to wiphy registration. Use REGULATORY_STRICT_REG
flag only if firmware knows its regulatory domain.
