[SCSI] lpfc 8.3.6 : Fix AER issues

Fix AER issues.
 - Made AER sysfs entry point return "Operation not permitted" to
   OneConnect HBAs
 - Stop and abort all I/Os on HBA for AER uncorrectable non-fatal error
   handling
