 - fix for 'MSC_SERIAL = 0' corner case handling in wacom driver (Jason

 - race condition fix preventing Wacom driver from losing events shortly
   after initialization (Jason Gerecke)

 - fix preventing certain Logitech HID++ devices from spamming kernel
