MIPS: Octeon: Move device-trees to arch/mips/boot/dts/

Move the Octeon device-trees to arch/mips/boot/dts/ and update the
Makefiles accordingly.  Since Octeon requires the device-tree to be
built into the kernel, select BUILTIN_DTB as well.
