Cluster failure with non started nodes can result in timedout transactions

  Increase timeout for restarts
ndb/src/ndbapi/ClusterMgr.cpp:
  Report NFCOMPLETEREP if no alive node exists 
    (instead of no connected node exists)

    (instead of no connected node exists)
