Bug #20721: mysql_install_db first line is blank.

Minor script changes for uniformity.


scripts/fill_func_tables.sh:
  Switched to standard !@PERL@ usage.  Added Copyright and more specific original author information.
scripts/mysql_install_db.sh:
  Removed leading empty line.
