Runns 'setup.py develop' and installs testing dependencies.

The code worked around a bug in the stdlib's 'urlparse.urlsplit' for
Python < 2.7; that workaround broke under 2.7.

It is being moved to RelStorage.

Also, fix bugs uncovered thereby in processing float / tuple arguments.

Moved the relstorage resolvers in another file to avoid import
problems.

Support for mysql and oracle should be easy to add from here.
