Disables the vue-i18n eslint rules for files
that are not able to be autofixed, this will
stop these offences causing pipeline failures
but they will need manual fixing.

The eslint-plugin-vue upgrade had some breaking changes to
vue/attribute-order which needed to be resolved in order to avoid
disabling the rule entirely

fix some false positive tests for board_new_issue

This is one step closer to making the transition to .vue files for issue boards

This was caused by the window being zoomed & therefore returning a
non-rounded number. The number now gets rounded to correctly work in the
if statement

Moved the issue boards card template into the JS. This helps to improve
the code coverage & will eventually make it easier to move this to .vue
files
