Disables the vue-i18n eslint rules for files
that are not able to be autofixed, this will
stop these offences causing pipeline failures
but they will need manual fixing.

i18n linting for .vue files under the
app/assets/javascripts/vue_merge_request_widget directory

The dropdown of changed pages in the review app should be attached to
the view app button. This moves it to the correct place. The Review App
button is to the right of both of those.

This commit is the result of running `yarn eslint --fix` after enabling
the `no-implicit-coercion` ESLint rule.  This rule has been added to
our ESLint config here:

Adds backport changes for ee

Given a static page mapping, and a review app with a single static page
change, the review app link will now go directly to that change instead
of to the home page of the review app.

Used the glTooltipdirective to fix the tooltip
on the stop environment button in the mr widget
getting stuck when the element is not in hover state

Renders created and canceled status in MR widget

When a deployment has no files to show in the dropdown we
fallback to the regular single button for the review app link.

This commit moves the review app link into a component since it's
used twice.

The eslint-plugin-vue upgrade had some breaking changes to
vue/attribute-order which needed to be resolved in order to avoid
disabling the rule entirely

removed pointless test & changed some deployment tests to make more sense
added in v-tooltip

disable stop button when loading
