Fix the usage of CREW_DEST_DIR in mono.rb.

Changed to use #{CREW_DEST_DIR} in libffi.rb

Unset execute bit

  - This will override the system version in /usr/bin which allows us to
    upgrade the openssl version independent of the Chrome OS packaged version

  - This fix assures both library and header versions of openssl remain the same
  - Also recommend removing the openssl_devel package to make things less complicated
