Change scrollz to disable the use of termcap library

Changes to use lib64 on x86_64

Change pacparser.rb to install files through CREW_DEST_DIR.

Also Add -j1 flag to make to avoid race condition.

Change scrollz to disable the use of termcap library since it doesn't work with our termcap library.

This modification is required for only i686 using gcc-4.x.
It will be possible to remove this line once we start using gcc-5.x.
