Refactor/install.sh

Add new experimental package named glibc223 to support glibc-2.23

  - Include --readline configure option to enable interactive shell

Set GOROOT_BOOTSTRAP to existing go installation

  - Change to not use wget's "-c" option for non tempral files
  - Change to remove /usr/local/bin/cc, /usr/local/bin/crew and
    /usr/local/lib/crew/.git prior to make them
  - Change to reuse /usr/local/lib/crew/lib if it exists

change to use tar instead of cp for better performance.

Also force to compile in sequential since clisp Makefile doesn't work in parallel.
