This moves EE specific code out of
Gitlab::Ci::Pipeline::Chain::Validate::Abilities and into
EE::Gitlab::Ci::Pipeline::Chain::Validate::Abilities. Since the moved
code was not tested in any way (that I could find at least), some tests
for this were also added.
