- rename base_policy to policy_drawer_layout
- move more of scan execution/result policy information
  to policy_drawer_layout to standardize the drawers
- update ordering of fields and update titles
- update cilium_policy_drawer to not rely on
  policy_drawer_layout as cilium_policy_drawer is going
  to be removed
- update tests
