Better behaved tooltips in pipeline dropdown

Tooltips can no longer prevent you from clicking on a job in
Also hides tooltips on mouseout. This prevents tooltips getting
stuck if you press tab while hovering over an item
Also fixed broken y overflow on pipelines page
