Added upgrade notice to point to CentOS users to upgrade to 7.3 first

## Upgrade Notice
If you are running **CentOS** or **Red Hat Enterprise Linux** and are upgrading to 7.4.x from 7.2.x or lower, you need to update
to 7.3.2 _first_ by following the steps below in order to avoid migration issues.
Once you have updated the codebase and applied all the migrations, you can _then_ upgrade to 7.4.3.
We are working on a patch to fix this migration issues.
## Global issue numbers
As of 6.1 issue numbers are project specific. This means all issues are renumbered and get a new number in their URL. If you use an old issue number URL and the issue number does not exist yet you are redirected to the new one. This conversion does not trigger if the old number already exists for this project, this is unlikely but will happen with old issues and large projects.
