Add doc for instance setting for delayed deletion

Adds a note in the group settings doc that the default value depends on
the instance setting. Also adds a note that the setting is enabled on
GitLab.com

Top-level groups created after August 12, 2021 have delayed project deletion enabled by default.
Projects are permanently deleted after a seven-day delay.
