Remove unused locale/en/gitlab.po file

This file has not been updated since 2017 and is not a target language on Crowdin. Because the file is not being synced, remove it so that we can pass the HTML linter again. This is follow up from: https://gitlab.com/gitlab-org/gitlab/-/issues/228846
