The previous URL had two drawbacks: 1. It didn't match what the title was about (`Assignments to DevOps Stages and Groups`, and the anchor was `#designated-technical-writers`). 2. It didn't account for the other sections, like development and API guidelines.

A Gitaly Cluster can be used instead of NFS. For transparencey and unambiguous communication, NFS for Gitaly has been deprecated to avoid any customers investing further in NFS configurations or hardward for the purpose of Git storage.

This MR splits the reference architecture page into a main page (index.md) and seven child pages, one per size of reference architecture. It copies the footnotes over to each child page, and removes them from the main page. It also adds an unordered list of the child pages to the main page, and each of the child pages has an introductory sentence that links back to the main page.
