- rubocop cleanup

This a part of non-blocking changes related to the remaning.
We dropped support of `license_management` in 13.0.
How we can finish clean-up in the codebase.

Some Secure features are now available on FOSS, so report downloads
need to be available there as well.

This adds database support and graphql

* Security::LicenseComplianceJobsFinder and Security::SecurityJobsFinder
  are now derived from Security::JobsFinder

* Moved specs to a shared_examples spec file

Secure jobs can be identified when an artifact report has
been configured with the appropriate secure job name.

This commit deals with the possibility that the
‘ci_build_metadata_config’ feature may be enabled or
disabled.
