This change disables "Index all project" button if ES
cluster doesn't have index created and shows a warning on
the ES integration page

347 files inspected, 290 offenses detected, 290 offenses corrected

- Move up below indexing checkbox and tweak label
- Only show if indexing is enabled
- Keep section expanded after clicking
