- For the auther, it's more efficient to assign the MR back rather than
mentioning only and hoping that the reviewer will notice.
- For the reviewer, use "Nit:" prefix so that authors do not think
something is a blocking comment and un-necessary waste cyles addressing
it.
- Also add kindness for everyone :)

As part of https://gitlab.com/gitlab-org/gitlab-ce/issues/61704 we want
to rename gitlab-monitor to gitlab-exporter, to be less confusing and
better align with naming conventions in the community.

**What happened?**
In [this MR][1], we wanted to hide the resolve button if
the user can't resolve some notes. Unfortunately, this
didn't take into account unresolvable notes like system
notes.
