Remove `report-block-list-issue-parent` class
from CSS now that it is no longer used.

Add a vaildator for the nested level in the issues
list component to make sure it is 0, 1, or 2.

- Use utility classes in the summary row instead
of the original classes. This makes it easier to
override individual classes.
- Add a `nested-level` prop for the issues list so
that we can nest according to the padding we want.

Add the changelog for this feature.

Since the summary_row component is used also
by the security reports, we should make our
nested changes opt-in by creating a flag prop.
When the flag is set to true, we can use our nest
classes.

Update the selectors for the summary row tests.

Add nested padding to the nested reports in the
MR widgets that have multiple reports with issue lists.

The h4 headers of Project Settings General get the expand/collapse
