The permalink for each issue in sentry response does not contain
protocol (http/https) and port. So, we construct a url from the api url
and the issue ID.

Add a client which will pull a list of sentry issues using the sentry
api. The returned hash will be converted into an activemodel object.

Revert update to '@vue/component-compiler-utils'
