Flag is disabled by default. This is because Design Management is
pre-MVC so will only be used internally at GitLab, and by default we
want to prevent designs being stored in LFS until we can track which
LFS objects are for design repositories (see comment

When LFS is enabled for design file the file will be stored using LFS.

The shared rspec example group in `repository_lfs_file_load_examples`
has been changed to allow more generic testing (it was more coupled to
a particular file in the test repository previously).
