Some of the logic in `Ci::Minutes::Quota` is only used to determine
whether or not to show CI minutes information in the UI. This commit
refactors and renames that logic to make it more clear that it is being
used only for UI purposes.

Changes were recently made to `Ci::Minutes::Quota` that added methods
that avoided checking `Project#shared_runners_enabled` pending the work
done in this MR. They can now be merged into the existing methods, since
`Quota#enabled?` is no longer checking against `#shared_runners_enabled`

Even though we are now counting minutes when shared runners are
disabled, we don't want to show that information in the UI, since it may
be confusing to users to see minutes being counted after they have
disabled shared runners. Avoiding changes to the UI involves re-adding a
check for Namespace#any_project_with_shared_runners_enabled? in some
places.

This method is used to determine whether or not to show shared runners
information in the UI. Even though we now want to count minutes when
shared runners are disabled, I don't think we want to change how
anything appears in the UI since legitimate uses of shared runners won't
be effected by this change.

As suggested in https://gitlab.com/gitlab-org/gitlab/-/issues/336021,
`#cost_factor_enabled?` is a more accurate name for
`Ci::Build#shared_runners_minutes_limit_enabled?`

We still want to track minutes when shared runners have been disabled on
a project in order to prevent a hack by which a user is able to enqueue
a pipeline and disable shared runners in order to use shared runners
without it counting towards the usage quota.
