This will most notably fix the `replication_queue` table issue that GDK
users have been having:

Filenames that contained special pathspec characters (see
https://css-tricks.com/git-pathspecs-and-how-to-use-them) would not
return a valid last commit or properly load in the repository
browser. For example, `:wq` would cause the GraphQL endpoint to return a
null `lastCommit`, and a file `:wq/test.txt` would not show the commit
information in the repository browser.

This requires https://gitlab.com/gitlab-org/gitaly/-/merge_requests/2303
to work.

A version with the Ruby 2.6.6 upgrade has been tagged so we use that
instead of the SHA.

This also prevents our test setup to fetch Gitaly every time because of
the mismatch with Gitaly's VERSION

For now, we use a commit SHA since there is no tag for this yet.

This was shipped in 12-10-stable-ee but was not changed in `master`.

- Add specs for handling of special characters.
- Fix `title_changed?` for all cases.
- Remove redundant `persisted` argument.
- Don't unescape title returned by gollum, it's not escaped anymore now.

This upgrade deprecates the branch parameter in UserSquash and removes
the revision parameter from GetAllLFSPointersRequest.

Introduction of the new feature flag use_core_delta_islands
that enables/disables use of core delta islands for git repack.

This change is essentially a revert of
https://gitlab.com/gitlab-org/gitlab/merge_requests/18766. Due to an
issue found in production (see
https://gitlab.com/gitlab-com/gl-infra/production/issues/1501#note_262058610),
the cache invalidator needs to be disabled until the cache walker is
able to remove empty directories. This feature flag will allow us to
reenable the cache invalidator when we are ready to test the updated
cache walker.
