Port to EE: Copy `KubernetesService` logic in `Clusters::Platforms::Kubernetes` to make it interchangeable. And implement a selector.

Instead of using the factories. Since the factories might be using
columns that aren't available in the schema at version the particular
spec is running in.

Note the dependency on gitlab-shell v5.10.0
