The group, project, admin and milestone label pages
have changed over time but some of the css was not removed.
This commit removes them as well as other unnecessary css.

This isn't possible for custom attributes, as they're a mixin, but
everywhere else can use the DSL style.

This also means a slight tweak to the validation in WithFeatureCategory:
previously we didn't allow duplicates at all, but now we allow
duplicates with the same category. That's because the API supports
different HTTP methods to the same path, but those methods will always
be the same category. Omitting the feature category from the duplicates
would look odd.

Try to generalize GraphQL startupJS approach

This refactors our StartupJS for GraphQL to be a Apollo Link [0] based
application. Instead of manually filling the cache, we build an
interceptor which "short-circuits" the Apollo Link pipeline in case the
query can be found in StartupJS. In case the query fails, is not cached,
has different variables, is done more than once, we skip it down the
pipeline. Also if all Startup Queries have been done, it self-disables.

We also now batch all StartupJS requests into one GraphQL call.
