Also remove assertion that required list of fks to exactly match
the expected list as this will cause un-related MRs to fail as cross-db
FKs are steadily removed

We are trying to remove all cross-database foreign keys in
https://gitlab.com/groups/gitlab-org/-/epics/7249 . Cross-database
foreign keys are foreign keys that span the future decomposed `ci` and
`main` databases. In an effort to avoid adding more while this work is
ongoing it will help to have a spec in place to prevent it. This spec
should also be kept after we finish that work to ensure nobody adds more
cross-database foreign keys in future.

Report errors raised by Projects::DestroyService

Previously most errors raised by Projects::DestroyService were not
reported, only logged. That meant we were effectively discarding the
backtrace, which we have found that we need for pinpointing the source
of certain errors. This adds error reporting to the service to equip us
for faster, more efficient troubleshooting.
