Import fixes and linting

This commit adds a page layout for the threat monitoring policy editor
per mocks and adds several boilerplate components for this
page. Layout is tested against a snapshot.

List removable projects

When the replication is disabled we need to remove
the entries from the tracking database.

Returning an empty relation here allows the
