The GitLab style guide provides a section of information about what
NOT to do. For obvious reasons, the text in this section will never
pass an automated linting check. To prevent false positives, this
commit disables tests on that portion of the page.

Better titles and some grammar updates

Find and replace sh with shell

Vale (https://errata-ai.github.io/vale/) is a grammar, style, and word
usage linter for the English language. This merge request adds an
INI file for Vale (.vale.ini) to the root directory of the repository,
and creates a hidden folder (doc/.linting) for the storage of linting
tests.

Since the TW team uses multiple linting tools, and Vale also supports
multiple collections of rules (called 'styles'), the path to the tests
folder is doc/.linting/vale/styles/gitlab to support any future
expansions that can't be predicted at this time.

The folder currently contains only a .gitkeep file to meet the goal
of a MVC. Tests should be developed, vetted, and added in separate
merge requests, but those MRs all depend on the addition of the
INI file and the directory structure.

After performing automated spell checks across the entire docset,
this merge request corrects many spelling errors across the
documentation.

Update capitalizations as needed to enable caps linting

Fix capitalizations and backticks in various docs,
in /development, /university, etc.

Includes unifying the process documentation, making corrections,
and editing the content.

After review, minor improvements to docs
from suggestions

We're taking advantage of the pipelines for merge requests
https://docs.gitlab.com/ee/ci/merge_request_pipelines/.

This will result in a nicer URL which will be more informative
than the previous one where a string of random characters was used.
