[Bluetooth] Send HCI_Reset for new Microsoft dongle

The new Microsoft Wireless Transceiver for Bluetooth 2.0 is based on
a Broadcom chip with the HID proxy support. To initialize these kind
of devices correctly it is necessary to send HCI_Reset as the first
command.
