docs: filesystems: caching/backend-api.txt: convert it to ReST

- Add a SPDX header;
- Adjust document and section titles;
- Some whitespace fixes and new line breaks;
- Mark literal blocks as such;
- Add table markups;
- Add it to filesystems/caching/index.rst.
