Make some local functions static and fix coding style in this function declarations when It is necessary. These are the local functions that were made static: TsSetupTimeOut, TsInactTimeout RxPktPendingTimeout, TsAddBaProcess, ResetTsCommonInfo, ResetTxTsEntry, ResetRxTsEntry, AdmitTS, SearchAdmitTRStream, MakeTSEntry, RemoveTsEntry.
