srcu: Update synchronize_srcu_expedited()'s comments

Because synchronize_srcu_expedited() no longer uses
synchronize_rcu_sched_expedited(), synchronize_srcu_expedited() no longer
indirectly acquires any CPU-hotplug-related locks.  This commit therefore
updates the comments accordingly.
