sparc64: Fix UP build failure.

sparc_ksyms_64.c includes asm/spinlock.h directly, which is
a no-no.

Even better, none of these exports are even necessary. All
of these functions are inlines.

Reported by Meelis Roos and Alexander Beregalov.
